The
GeldKarte is ideal for the proof of age on the Internet: users remain anonymous
and almost all adults in Germany carry the GeldKarte chip today on their Maestro
or banking card. The customer just needs a chip card reader for the proof of age
on the Internet. The protection of minors mechanism on the GeldKarte chip can
also be used offline for proof of age, e.g. at cigarette machines from January
1, 2007. Under the terms of amendments made to the Protection of Minors Act,
cigarette machine operators will be obliged from 2007 to integrate mechanisms
in all freely accessible machines, preventing them from being used by minors
under the age of 16.
The
proof of age allows to check for the age of 16 and 18. As it is the case for all
GeldKarte transactions, the proof of age is proceeded anonymously. Since the
identification of the card holder (passport control, personal contact) already
took place during the opening of the bank account, to which the GeldKarte
belongs, another personal identification is not necessary for the customer. The
customer automatically receives the GeldKarte with protection of minors
mechanism from his bank or savings bank. The cards, which participate in the
system, are emitted exclusively by the German credit institutes.

According to the Commission for the Protection of Minors in the Media (KJM), a body recently formed by the German state media corporations, the GeldKarte meets the legal requirements governing closed user groups on the Internet.
The conditions defined by the KJM which are to be fulfilled include checks to ensure that group visitors are of age by means of personal contact, as well as by initiating an authentication process prior to each usage, such as is the case when using the GeldKarte.
In September 2005 the KJM looked upon technical solution SmartAVS positively. It is now possible for content providers to integrate SmartAVS into age verification systems and meet the legal requirements of the JMStV. And already in October 2005 the AVS system from Coolspot, which uses SmartAVS, has been looked upon positively by the KJM.
